According to the draft Decision, the criteria to determine hamlets which completed the goals of Program 135 of the National Aim on Sustainable Poverty Reduction Program term 2016-2020. The total rate the poor, close poor households following to the poor criteria term 2016-2020 is under 35%, including the rate of the poor households is under 20% (the rate of hamlets belong to provinces in Southeast area, Mekong Delta is under 25%, including the rate of the poor households is under 15%). Hamlet achieved 4 out of 7 factors in roads, watering system, achieving the rate of classrooms for firm kindergarten’s class, electricity, water, house of culture and the rate of the poor, close poor households’ representatives were trained to advance their ability.

For the communes which completed the goals of Program 135 will have to achieve at least one of two criterias: have the rate of the poor households is under 20% and must achieve 5 out of 8 factors in roads, electricity, water, school, communes’ culture infrastructures and materials, the rate of the poor households using clean water and the rate of the poor, close poor households’ representatives were trained to advance their ability.
