The Conference completing the tools evaluating scheme, policy in socio-economic development for the ethnic minority and mountainous areas
09:14 AM 22/03/2018 Views: 4445 PrintOn the morning of May 9th, Hanoi, Committee for Ethnic Minority Affairs (CEMA) associated with UNESCO Office in Hanoi launched The Conference completing the tools evaluating scheme, policy in socio-economic development for the ethnic minority and mountainous areas. Mrs. Be Hong Van – Deputy Head of The Department of Ethnic Policies (CEMA) and Mrs. Pham Thi Thanh Huong, Head of Cultural Science Department (UNESCO Office in Hanoi) co-hosted the Conference. Attending to the Conference, there are leaders’ representatives, experts of CEMA’s Departments, units; leaders’ representatives of National Broads in Northern area and some related international organizations in Vietnam.
Addressing at the opening of Conference, Mrs. Be Hong Van, Deputy Head of The Department of Ethnic Policies said: right now, some enacted policies have many problems, feedbacks about the contradiction, possibility of those when executing progress. Besides, Ministries, agencies doing ethnic task are not have any legal foundation to evaluate, comment about the policy, scheme for mountainous and ethnic minority area. The Department of Ethnic Policies executed the CEMA Minister, Chairman’s direction and deployed the tools to evaluate scheme, policy in socio-economic development for the ethnic minority and mountainous areas. It equips basic knowledge in evaluate, comment about the policy, scheme for mountainous and ethnic minority area for cadres doing ethnic task in order to make sure programs, policies meet public policy’s demand and appropriately approach to the culture in ethnic minority area’s development.
Mrs. Pham Thi Thanh Huong, Head of Cultural Science Department (UNESCO Office in Hanoi) also said: UNESCO feel honor and hope of building the Tool with CEMA aiming to accelerate the efficiency of executing public policy process to support ethnic minority community. Two agencies built the Tool based on the efficiency of policy and culture preservation. She also said the Tool is a guideline not go into the detail while executing policy, scheme. Mrs. Pham Thi Thanh Huong also emphasized that the Tool is practical and meaningful to individuals doing ethnic task, therefore it need lots of contributing opinions of representatives, especially those in local area to put it into practice and promote the efficiency of ethnic task and culture preservation.
At the Conference, Department of Ethnic Policies introduced the draft Tool evaluating scheme, policy in socio-economic development for the ethnic minority and mountainous areas. The Tool is used to support for cadres doing ethnic task while evaluating, comment, complete the content of scheme, project and policy in socio-economic development in mountainous and ethnic minority area of Ministries, agencies. From the Tool, evaluator will give his/her proposal to comment, add, advance the quality and decide to enact specific programs and policies.
The Tool is built based on Policy and Scheme evaluation following regulation and guideline of public policy and staying close to three fundamental rules: background and the necessity of enact policy; obey the public policy’s regulation and guideline; obey the regulation appropriately approaching culture.
Contributing idea to build the Tool, representatives high appreciated and agreed to enact it. They also gave some opinions like: validity of the Tool; suggestion for criteria, logical evaluation to give an easier access to use, conduct a research through the Tool so everybofy can easily apply, etc.
