Pursuant to the Law on Organization of the Government on June 19^th, 2015;

Pursuant to the Resolution No. 100/2015/QH13 on November 12^th, 2015 of the 13^th National Assembly about approving the investment of National Aim Programs term 2016 - 2020;

Pursuant to the Decision No. 398/QD-TTg on March 11^th, 2016 of the Prime Minister enacts the Plan executing Resolution No. 100/2015/QH13 on November 12^th, 2015 of the 13^th National Assembly;

Pursuant to the Decision No. 1722/QD-TTg on September 02^nd, 2016 of the Prime Minister approving National Aim Program in Sustainable Poverty Reduction term 2016 – 2020;

At the proposal of the Minister, Chairman of the Committee for Ethnic Minority Affairs;

DECIDE:

Article 1. Approving the list of 2.139 communes in special difficulty, communes near border and in the safe zone of 46 provinces are invested by Program 135 term 2017 – 2020.

Including:

• Central Budget supporting the investment of: 2.103 communes of 44 provinces;
• Local Budget supporting the investment of: 36 communes of 02 provinces: Quang Ninh and Khanh Hoa.

Article 2. This Decision will take effect after the day Prime Minister signs the decision.  

The Decision No. 204/QD – TTg on February 1^st, 2016 of Prime Minister approving the list of communes in special difficulty, communes near border and in the safe zone which are invested by Program 135 in 2016 will have no effect since the day this Decision takes effect.

Article 3. The Minister, Leader of ministerial-level agencies, Leader of agencies of Government, President of People’s Committee of the provinces and cities directly under the Government have responsibily to execute this Decision.
