THE PRIME MINISTER

• Pursuant to the Law on Organization of the Government on June 19^th, 2015;
• Pursuant to Resolution No. 100/2015/QH13 on November 12^th, 2015 of the National Assembly about the approval to invest in national target programs;
• Pursuant to Resolution No. 76/2014/QH13 on June 24^th, 2014 of the National Assembly about promoting the sustainable decrease of poverty program until 2020;
• Pursuant to the Decision No. 50/2016/QD-TTg on November 3^rd, 2016 of the Prime Minister about the criteria of under poverty hamlets, communes in minority ethnic groups’ and mountainous areas from 2016 to 2020;

At the proposal of the Minister, Chairman of the Committee for Ethnic Minority Affairs,

• Article 1. Approve the list included 20,176 under poverty hamlets, 1,935 communes in Area III, 2,018 communes in Area II and 1,313 communes in Area I in 51 provinces, cities directly under the Government have mountainous and minority ethnics’ areas from 2016 to 2020 ( the list is attached).

Article 2. Organize the execution

In the process of organize the execution, if there was any change, correction of the name of hamlet, commune, district in the attached list, authorize the Minister, Chairman of the Committee for Ethnic Minority Affairs to consider, decide to adjust based on the proposal of the People’s Committees of the provinces and cities directly under the Government.

Abolish the decisions of the Minister, Chairman of the Committee for Ethnic Minority Affairs: Decision No. 447/QD-UBDT on September 19^th, 2013 about recognizing the under poverty hamlets, wards in area I, II, III in the mountainous and minority ethnic groups’ areas between 2012 – 2015; Decision No. 601/QD-UBDT on October 29^th, 2015 about recognizing the addition, adjustment of under poverty hamlets, wards in area I, II, III in the mountainous and minority ethnic groups’ areas; Decision No. 73/QD-UBDT on February 29^th, 2016 about adjusting wards in area I, II, III in the mountainous and minority ethnic groups’ areas.

Article 3. This decision will take effect after the day Prime Minister signs the decision. The ministers, the heads of the ministerial-level agencies, the heads of the agencies attached to the Government and the presidents of the People’s Committees of the provinces and cities directly under the Government shall have to implement this Decision.
