The program aims to ensure that people’s spiritual and material lives are increased; socio-economic infrastructure is developed suitably; economic structures and forms of production are organised reasonably, connecting agricultural production and industrial and service development; rural development is linked with urban development; rural society is developed in a democratic, equitable, stable and national culturally rich environment; the ecological environment is protected; and national defence and security is maintained.

The program will help complete essential constructions satisfying the demand for production and daily life of rural residents, including traffic, electricity, water, educational and medical constructions; increase quality of living for rural residents; and develop production models in connection with creating stable jobs for people, raising incomes by at least 1.8 times compared to 2015.

The program will be carried out with a capital of at least over VND193 trillion./.
