Management the capacity building on Poverty Reduction Policies and Programme Project
09:31 AM 13/06/2016 Views: 860 PrintOn November 10, 2015, in Ho Chi Minh City, Ministry of Labour – Invalids and Social Affairs in collaboration with the Irish Embassy, UNDP held the training workshop on Management the capacity building on Poverty Reduction Policies and Programme Project. Deputy Minister Nguyen Trong Dam attended and chaired the workshop. Attending the workshop were leader of the National Office for Poverty Reduction (MOLISA); representatives from the relevant ministries, sectors and the provincial Department of Labour – Invalids and Social Affairs participating in the Project.
In the opening speech, Deputy Minister Nguyen Trong Dam said that: “The goals of the Poverty Reduction Policies and Programme (PRPP) towards strengthening the implementation of the National Objective Program on Sustainable Poverty Reduction in order to get the high effectiveness. The Project has been conducted and mobilized the resource for poverty reduction, in which, the project has aroused the whole community’s resource and helped the poor the effort to escape from the poverty and built many pilot model of poverty reduction in the communes, districts in the localities selected by the project.
To comprehensive evaluate the result of the Project, the Deputy Minister required the participants should share objectively and learn from the practical experience in order to clarify the important components, and continue defining the remain task of the Project; it was necessary to assess seriously the challenge for coordinating effectively the sustainable poverty reduction technical support from central agencies to localities and recommended to the central level in order to design the more effective policies, regimes on poverty reduction.
At the workshop, Mr. Doan Huu Minh – Manager of National Project shared the achievement of the PRPP project. Accordingly, the Project selected 8 provinces (Cao Bang, Bac Kan, Kon Tum, Tra Vinh, Thanh Hoa, Quang Ngai, Dien Bien and Ha Giang). As of September in 2015, Project has implemented the Action Plan of Resolution 80 in accordance with Decision 1200, including the review of policies, forming expert networks and integration of poverty reduction policies…
For the results of the implementation of the millennium goals of ethnic minorities based on the survey, poverty rate of ethnic minorities is 50.6% (2012), average decreasing about 2%b per year; rate of punctually enrollment at primary education of ethnic minorities is 91.3%; ...
Although the project achieved many results but delegates acknowledged that many challenges, difficult have been remained in the implementation of sustainable poverty reduction. Specifically, the policies for poverty reduction; difficulties of the poor, such as: the poor lacking of arable land, lacking of productive capital, lacking of supplies and someone’s capacity not good, and not enough hard working to escape poverty ...
According to Mr. Ngo Truong Thi – Chief of National Office for Poverty Reduction, the Project should have the operational plan in 2016, in which, focusing on the master plan, annual plan, and detail plan in each Quarter, month, week. They will be the base for the report, assessment of the Project. And the basis content as practical situation, output product, the indicators for measure the result…will be specifically defined.
The Workshop was taken place from November 10 -13, with the important contents, such as: reviewing the process, result of the implementation of the Project in 2015; sharing the difficulties and limitation in the implementation; discuss on the framework of the action plan and the criteria of the implementation of the Millennium Development Goals to the ethnic minority; orientation of the plan for PRPP in 2016 and fieldwork model of self-help groups for poverty reduction.
