Workshop gathers comments on draft decree guiding Law on Belief and Religion
01:09 AM 10/07/2026 Views: 7 PrintThe Ministry of Ethnic and Religious Affairs (MERA) held on July 9 a workshop at the headquarters of the Government Committee for Religious Affairs to gather comments on detailed regulations under the 2026 Law on Belief and Religion. Deputy Minister of the MERA Nguyễn Hải Trung chaired the event.
Attending the event included were Chairman of the Government Committee for Religious Affairs (GCRA) Vũ Hoài Bắc, and representatives of ministries and agencies, experts, scientists, managers, and members of the drafting team.
Deputy Minister Nguyễn Hải Trung said the Law on Belief and Religion No. 07/2026/QH16 was passed by the 16th National Assembly at its first session on April 23, 2026. It will take effect on January 1, 2027.
As assigned by the Government, the Ministry has been actively and urgently preparing the draft dossier of a decree. The decree details a number of articles and measures to organize and guide the implementation of the Law on Belief and Religion. It is expected to be submitted to the Government in October 2026.

The Deputy Minister asked participants to focus their discussion, feedback and critical review on the draft decree’s detailed provisions. These concern belief and religious activities in cyberspace and the registration of belief activities outside belief establishments.
As reported at the event, the draft decree is expected to include a separate chapter (Chapter II) on belief and religious activities in cyberspace. The chapter is expected to detail which belief and religious activities may be conducted in cyberspace and who may conduct them. It will also set out the responsibilities of competent state agencies; organizations and individuals conducting belief and religious activities in cyberspace; organizations and businesses providing online services; and organizations and businesses operating telecommunications networks, etc.

For belief activities outside belief establishments, the draft decree sets out the methods and procedures that organizations and individuals must follow before holding such activities. It also defines which authorities have the power to approve them.
During the event, participants discussed specific provisions of the draft decree on belief and religious activities in cyberspace. These included the scope of activities allowed online and the responsibilities of relevant agencies, organizations and individuals. They also suggested what should be added, removed or revised so that the regulations are clear, consistent and practical.

In additon, delegates also discussed whether the criteria for identifying belief activities outside belief establishments are appropriate. They examined the procedures for these activities and the authority to approve them. They also shared practical experience in enforcing belief and religion laws within their sectors and fields.
