The plan identifies the day's celebration as a key task linked to the implementation of the Politburo's Resolution No. 80-NQ/TW on the development of Vietnamese culture, designates November 24 every year as Vietnam Culture Day.
The plan aims to launch a wide-ranging cultural and political campaign across society; affirm the central role of the people as the creators, preservers, and transmitters of cultural values; improve the public's access to, creation of, and enjoyment of cultural activities; and foster patriotism, national pride, civic responsibility, and the aspiration to contribute to the country’s prosperity and happiness in the new era.
Culture as an endogenous resource for national development
Under the Plan, Vietnam Culture Day will go beyond one-off celebratory events. It aims to build a cultural movement with broad reach across society. Through regular and continuous activities, the nation’s fine cultural values will be preserved and promoted, and will remain an important resource for socio-economic development.
A key requirement is to promote the central role of the people as those who create, preserve and pass on cultural values. The Plan aims to improve people’s ability to access, create and enjoy culture. It also seeks to inspire patriotism, national pride, civic responsibility and the aspiration to contribute to a prosperous and happy country in the new era.
The Plan also aims to honor the nation’s fine traditional cultural values and heritage. It promotes the unique features of tangible and intangible culture, handicrafts and craft villages. These efforts will help preserve cultural identity alongside economic development, create sustainable livelihoods, boost tourism and elevate the Vietnamese cultural brand.
Bringing culture strongly into the digital space
The Plan calls for a system of communication products on Vietnam Culture Day with rich content and diverse formats. These products will suit the cultural features and practical conditions of each region. They include a visual identity set, multi-platform digital media products, radio, television and press programs, visual promotional materials, and communication materials tailored to the grassroots level.
It will develop digital cultural spaces and platforms for all people. It will also expand the use of technology at cultural institutions such as museums, libraries, theaters, exhibition centers and cultural centers. The goal is to widen access to culture and narrow the gap in cultural enjoyment between regions and localities.
Multi-platform communication campaigns on Vietnam Culture Day will be launched to make Vietnamese culture stand out in cyberspace.
The Great National Unity Festival (November 18) and Vietnam Cultural Heritage Day (November 23) will be linked with Vietnam Culture Day (November 24) in residential areas. These activities will be practical and put local people at the center. Annual contests, performances and festivals, such as folk singing and amateur arts, will be maintained. Cultural exchanges between ethnic groups and religions will also be strengthened.
Promoting ethnic cultural identity and fine values of religions
Thematic programs and activities will introduce the tangible and intangible cultural heritage of ethnic minority communities. These will showcase traditional costumes, folk games, cuisine and the finest handicrafts.
Models for preserving and promoting the tangible, intangible and traditional cultural heritage of ethnic groups will be built and replicated in connection with tourism development. Communities will play a direct leading role in heritage conservation and sustainable tourism. This will create stable livelihoods that suit their identity, customs and practices.
Under the Plan, the Ministry of Ethnic and Religious Affairs will lead and guide localities in effectively organizing activities to preserve and promote the traditional cultural identity of ethnic groups, as well as honor the fine ethical and cultural values of religions.
These tasks will help preserve and promote the rich cultural treasures of Vietnam’s 54 ethnic groups. They also reaffirm the role of culture in consolidating the great national unity bloc and strengthening bonds between ethnic groups and religions.
With a comprehensive set of tasks and solutions, the Plan for Vietnam Culture Day for 2026–2030 is expected to bring strong changes in the awareness and actions of all levels, sectors and society toward cultural development.
