Effectiveness of ethnic affairs in Quy Hop through implementation of National Target Programs
10:18 PM 17/10/2026 Views: 7 PrintNghe An Province’s Quy Hop Commune was established following administrative boundary adjustments effective from July 1, 2025, covering a natural land area of over 90 km² with a population exceeding 36,000 residents across 54 villages and hamlets. This land has long served as a long-standing co-inhabited area for the three ethnic groups: Kinh, Thai, and Tho, in which ethnic minority people account for more than 42% of the total population.
Characterized as a mountainous commune featuring numerous remote and isolated villages and hamlets, ethnic affairs have always been identified as a central political mission with long-term strategic significance for socio-economic development, national defense and security, and the consolidation of great national unity. Within this comprehensive landscape, the effective implementation of National Target Programs, principally Decision No. 1719/QD-TTg of the Prime Minister has created significant momentum, fundamentally transforming the rural mountainous landscape and improving the quality of life for ethnic minority people.
Fully aware of the importance of resources allocated by the Central and provincial authorities, the Party Committee, the People's Council, and the People's Committee of the commune proactively established a legal framework and issued prompt, synchronized directive plans directly at the grassroots level.
The locality established the Program Management Board, the Recurrent Expenditure Appraisal Team, and consolidated the Joint Steering Committee for National Target Programs for the 2026-2030 period to ensure smooth governance. The Commune People's Committee issued Plan No. 126/KH-UBND dated December 9, 2025, along with Plans No. 141/KH-UBND, 143/KH-UBND, and 145/KH-UBND dated May 6, 2026, to allocate and detail budget estimates for recurrent expenditures and development investment capital in strict compliance with approved portfolios and legal regulations. These plans clearly defined tasks and accountability for each specialized department, establishing a solid foundation for transparent and public policy execution.
The most prominent achievement in program implementation in Quy Hop lies in mobilizing and disbursing capital for essential public infrastructure serving the local populace. During the 2021-2025 period, development investment capital under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas reached a disbursement rate of 97.76%, equivalent to over 40.37 billion VND out of the assigned 41.29 billion VND. Recurrent expenditure capital during this period also achieved a disbursement rate of 95%, amounting to 6.55 billion VND.
Entering 2026, the commune continues executing its recurrent expenditure plan totaling 12.65 billion VND to meet pressing community needs. This funding directly supported the purchase of decentralized domestic water tanks for 154 ethnic households with a budget of 462 million VND; allocated 850 million VND to develop essential production infrastructure; completed upgrades for vital traffic arteries such as concrete roads in Quang Minh Hamlet and Phay Village; and initiated construction on a suspension/community bridge connecting Khanh Quang Hamlet to Ang Village.
Alongside infrastructure improvements, substantial focus was directed toward supporting livelihood transitions and fostering sustainable agricultural and forestry production along value chains in each village and hamlet. The commune allocated recurrent expenditures to build purebred rice seed production models in Khanh Quang Hamlet and Ang Village, a hybrid rice model field in Cu Mon Village, and provided an 80% price subsidy for summer-autumn rice seeds to dozens of registered villages and hamlets.
The grassroots administration proactively distributed hundreds of liters of disinfectants and vaccines to prevent livestock and poultry diseases, maintained the zoning and protection of more than 1,251 hectares of natural forest, and expanded new afforestation areas to 163 hectares. These targeted measures not only ensured biosecurity in animal husbandry, but also assisted upland residents in boosting farming yields, progressively eliminating fragmented and outdated production practices.

A major highlight in implementing ethnic policies in Quy Hop is reflected in comprehensive social security, education, and healthcare initiatives. During the 2025-2026 academic year, the commune received and distributed over 300 tons of rice to 3,947 student beneficiaries from areas with extremely difficult socio-economic conditions in accordance with Decree No. 116/2016/ND-CP.
The commune disbursed over 6.37 billion VND in study cost subsidies to 8,892 students, granted 100% tuition exemptions to 14,639 students, and provided lunch allowances for 1,816 kindergarten children under current regulations.
In public healthcare, distributing 21,541 free health insurance cards to poor and near-poor households as well as ethnic minority individuals living in exceptionally disadvantaged areas safeguarded fundamental healthcare rights. The primary healthcare network was reinforced, ensuring that 100% of villages and hamlets have healthcare staff operating on a regular basis, which led to positive outcomes in expanded immunization and child malnutrition prevention.
Alongside economic growth and social security, preserving fine traditional cultural values of ethnic groups tied to tourism development under Project 6 of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas has been carried out dynamically. With a budget allocation of 210 million VND, the commune coordinated training classes to teach the Thai script led by Artisan Sầm Văn Bình, alongside classes sharing the cultural traditions of the Tho ethnic group led by Artisan Trương Sông Hương. It also sustained and launched clubs dedicated to folk singing and folk dance, including xuoi, lam, and nhuon folk songs. Mass athletic competitions, including crossbow shooting, stick pushing, and tug-of-war, took place enthusiastically during the Commune Sports Festival, fostering a joyous atmosphere and strengthening community cohesion.
The influence of 32 reputable persons among ethnic minorities continues to be maximized effectively. Village elders and reputable figures were not only visited and presented with gifts on festive and Tet occasions, but were also assigned to study tour delegations to observe development models in northern provinces, serving as core catalysts in legal dissemination and successfully mediating local disputes directly at the grassroots level.
Chairperson of Quy Hop Commune People's Committee Trương Thị Giang reporting on the local implementation of National Target Programs during a working session with Ministry of Ethnic and Religious Affairs on July 9, 2026
Beside the recorded accomplishments, practical ethnic affairs operations across Quy Hop Commune have revealed certain challenges and obstacles requiring prompt redress. The commune’s poverty rate remains at 5.29% with 450 poor households, concentrated primarily in remote, isolated villages and hamlets. The disbursement pace for several sub-projects under recurrent expenditures remains sluggish, while financial finalization and settlement for completed infrastructure projects have been protracted. The expansive terrain and mountainous transport difficulties during rainy and stormy seasons hinder field accessibility; furthermore, adjustments in certain superior guidelines and mechanisms have occasionally left specialized commune-level cadres hesitant when rendering counsel or completing project dossiers.
Offering an objective assessment of the outcomes and pressing issues, Vice Chairperson of the Commune People's Committee Trương Thị Giang evaluated that implementing National Target Programs specifically, and ethnic policies in general, over the past period has properly addressed the legitimate aspirations and expectations of ethnic minority communities in remote areas. She affirmed that resources from the National Target Programs have not only helped overhaul infrastructure, but more importantly, have transformed the mindset and working practices of the people, sparking a spirit of self-reliance to overcome poverty sustainably.
However, for policies to deliver maximum effectiveness, Ms. Giang emphasized the commune leadership's stance to strictly uphold openness, democracy, and transparency at every step of assessment and fund allocation, resolutely preventing wastefulness and negative phenomena.
In the upcoming phase, Quy Hop Commune will concentrate on resolving administrative bottlenecks, accelerating the disbursement rate of recurrent expenditures allocated to production development, domestic water supplies, and cultural preservation projects. The local government will continue integrating resources across National Target Programs effectively, stepping up vocational training and job matching for upland youth. Concurrently, maintaining close contact with the grassroots, disseminating legal education, and maximizing the roles of village elders and village chiefs will be reinforced to safeguard political security, social order, and safety.
After more than a year operating under a two-tier local government structure, ethnic affairs continue to receive focused leadership and effective implementation from local authorities. Thanks to the concerted involvement of the entire political system and the consensus of the fraternal ethnic groups, great national unity across the commune has been steadily reinforced, laying an enduring spiritual foundation and practical driving force for this mountainous commune in southwestern Nghe An to achieve further breakthroughs and fulfill its socio-economic targets for the term.
