At the meeting, the delegation heard a report from Chairman of the People's Committee of Chien Thang Commune Lương Thành Chung on the implementation results of Resolution No. 257/2025/QH15 in the locality.

Accordingly, the People's Committee of Chien Thang Commune promptly consolidated the Steering Committee for National Target Programs for the 2026-2031 period to unify direction and administration, assign clear responsibilities, and improve coordination efficiency in organizing the program's implementation across the commune.

The commune's total allocated investment capital plan for 2026 is over 9.7 billion VND (including carried-over funds), while the total planned recurrent expenditure capital for national target programs (carried over to 2026) exceeds 52.5 billion VND. As of September 10, 2026, project owners disbursed more than 7.3 billion VND of investment capital (reaching 75% of the total allocated plan) and over 5.1 billion VND of recurrent expenditure capital (reaching 10% of the total allocated plan).

Specifically, the National Target Program for Building New Rural Areas disbursed 600 million VND, achieving 100% of the local budget plan. The National Target Program for Sustainable Poverty Reduction has not yet disbursed funds. The National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Regions disbursed approximately 3.6 billion VND, reaching 36.6% of the planned capital.

Concluding the supervision session, Chair of the Council of Ethnic Affairs Lâm Văn Mẫn acknowledged and commended the efforts of the Party Committee and local administration of Chien Thang Commune in executing the National Target Programs.

According to the Chair of the Council of Ethnic Affairs of the National Assembly, the National Target Programs represent a major policy of the Party and State, holding significant importance for socio-economic development as well as enhancing the material and spiritual well-being of the people, especially in ethnic minority and mountainous regions.

However, practical implementation within the commune revealed that the execution pace and disbursement of carried-over funds into 2026 remain sluggish; several new tasks and projects are only in their initial stages; and commune personnel are thinly stretched, having to handle multiple concurrent professional duties.

In light of this situation, Chair of the Council of Ethnic Affairs Lâm Văn Mẫn requested that the commune continue identifying the implementation of National Target Programs as a core priority moving forward. He emphasized upholding the accountability of the head of the administration, assigning clear personnel, tasks, and deadlines, and intensifying grassroots inspections and supervision.

The Chair of the Council of Ethnic Affairs further demanded that the commune focus on accelerating execution and disbursement of funds permitted to be carried over into 2026, striving for effective, purposeful utilization in full accordance with set plans. Regarding the 2026-2030 period and 2026 capital allocations, the commune must thoroughly prepare documentation, project portfolios, and procedures immediately upon receiving funds, preventing delays in project execution after allocation.
